Your level of Reputation is the little green dots by your name. You can give these to (or take them away from) other people for posts you feel give good information or generally you think is a good point by clicking on the green square to the right of the post (next to the red one).

Referrals are where you can invite people to the forum by sending them an e-mail. This can be done under the 'Invites' tab on the left in the 'User CP' section.
