blooming heck that'd be hard to do all the numbers well think i'd start with a designer base and scetch onto it till got the card right then decide on back ground colour maybe blue or pink then the letters not sure if using a flower would work may just be too big maybe go into a card shop/craft shop and pick up some small numbers
so xant double on base spray background colour make lines to make the card into sections for the numbers maybe use cane or even pipe cleaners you could use them also for the numbers sorry just reeling it all the top of my head you could even get some of the clear coloured cello and cut into small circles and place over the numbers as if the number had been dabbed and give the poor dear at least 2 lines its so hard to ever win on bingo!!!! |

For the numbers could you not get one of those metal stencils with numbers 0-9 on them. put masking tape over the numbers your not using (to stop the spray) and spray paint the numbers on. might take a bit of practice. let us know hoe you go with it.

Just had another thought. if you get the cardboard innard of a kitchen roll. place the stencil in the right position, place the kitchen roll over the number and press gently, put the nozel to the spray can in the top and give it one short spray, it should (in theory) direct the spray straight down and you can add some pressure to the stencil at the same time to stop bleeding at the sides.
