hi,
i have a same situation. I have a college girl, who never had work experience. I sweat blod to change all wrong things what she learned. I think qualification is depends from collage and collage + work experience I did 1 year free of charge to learn English floristry and I finished level 3 in college ( in good one  But does not matter qualification of staff if she doesn't listen to you. I think the firs things have to learn in college, how can prepare flowers for sale. Oh, and cleaning
