Garden of Remembrance
For the silver theme you could plant cineraria maritima and the siver helichrysum you get in hanging baskets. Another option would be to plant a border of lavender, clipped formally, this has a sivery sheen underneath the leaves. You could also consider planting standard daisy plants (forgotten the botanical name) silvery leaves and loads of single white daisy flowers.

I personally feel a garden of rememberance should evoke emotions so scent has alot to do with this as well as colours and you really need to think about colour throughout the seasons not just spring summer autumnal colour. Different foliages and textures, shape forms too. Look at a sense garden as a good inspiration. And maitainance is important. Low maintanence is another factor.
