No, it depends how tight they are when you buy them.
If they are showing a bit of colour and that day is hot, really it wont take long at all. I made a funeral spray once with them, they were showing colour slightly, delivered the spray to the undertakers, then i was at the funeral 2 hours later, it was hot and all were fully open |

but if they are tight little heads, could take a good few days. The cheaper ones that come in bunches of fiver tend to be more open when they arrive, the best ones in tens I find are usually really tight

Peonies as much as I love them they can be a real pain. If they show no signs of opening and are like bullets mist with water and that disolves the sugary coating. Make sure you have some as back up just in case.
